Investigative Support Technician – NOAA Office of Law Enforcement

Within its capacity as a Lynker partner, FISH provided support to the National Oceanic and Atmospheric Administration (NOAA) Office of Law Enforcement through the role of an Investigative Support Technician from August 2023 through August 2024. The role primarily involved analysis of Vessel Monitoring System (VMS) data, identification of Illegal, Unreported, and Unregulated (IUU) fishing violations, VMS audits conducted at Pier 38, management of interagency referrals (primarily the US Coast Guard and Pacific Islands Regional Office), and coordination with the Western and Central Pacific Fisheries Council (WCPFC). Various administrative tasks were additionally maintained, including records updating and management, case package creation and review, support in evidence review, and appropriate routing and management of all office phone calls and emails.

ORCA Business Analyst

From September 2022 to September 2023, Chris Woolridge served as a Business Analyst for FISH Inc on a one-year contract at the NOAA-NMFS Pacific Islands Regional Office in Hawaii. His role involved evaluating different waterproof tablets in offshore commercial fishing environments and training observers to use the Onboard Record Collection Application (ORCA) for data collection during these testing trips. During this time, he helped develop a Standard Operating Procedure (SOP) for at-sea tablet data recording. This project enabled a seamless transition from paper forms to a more efficient and accurate tablet-based system, significantly improving data quality and observer efficiency. After completing this contract, Chris transitioned to a Project Coordinator role at FISH INC in October 2023.

PIMPAC

Since September of 2023, FISH has functioned in the capacity of Fishery Observer Support Services for the Pacific Islands Region Observer Program. Within this role, FISH has been responsible for recruitment, selection, supervision, and outfitting of observers, as well as additional logistical support for the Observer program in the Pacific Islands Region. Some primary responsibilities that FISH has overseen include placement of observers on vessels in accordance with requirements, as well as functional responsibilities in the monitoring and capture of data related to incidental take and by-catch.

Pier 38 Receptionist

Since February of 2021, FISH has provided support for the National Marine Fisheries Service (NMFS) through administrative and clerical tasks associated with the Pier 38 Receptionist position. In this capacity, FISH has proudly managed all duties including management analysis, budget analysis, accounting, contracting and procurement, data processing, writing/editing of technical documents, mail services.
