Take Reduction Team Coordinator ($88K – $120K)

Description

Fisheries Immersed Sciences Hawaii, Inc. (FISH) is a Woman Owned Small Business (WOSB) skilled in fisheries observation, marine biology, island coastal resource management, scientific research, and innovative technology. As part of our ongoing growth and expansion, we are seeking to hire a Take Reduction Team Coordinator, to support an upcoming long-term contract that we are bidding on. This position supports the NOAA National Marine Fisheries Service (NMFS) Pacific Islands Regional Office (PIRO) in coordinating responses to marine wildlife strandings and related activities across the Hawaii Islands. 

(This will be a contingent position, based upon contract award). FISH will be operating under FLOAT – A “Fish” and “Lynker” Ocean Alliance Team – a Joint Venture Prime contract holder for NOAA ProTech Fisheries*. This is a full time position.

Location

The work will be primarily performed remotely from a location on the U.S. West Coast. The employee must be available to travel for up to ten events annually, which may include up to four in-person meetings with the Take Reduction Team (TRT) or other entanglement working groups, one to two coordination meetings with scientists and stakeholders, up to two workshops or conferences (including one potential international event), and participation in up to two aerial surveys, as specified by the government.

Key Responsibilities

As the TRT Coordinator, you will serve as the principal project manager facilitating all aspects of the West Coast Take Reduction Team process for NMFS. You will coordinate diverse stakeholder and agency engagement aimed at reducing whale entanglements and guiding the development and implementation of the West Coast Take Reduction Plan (Plan), as well as associated outreach, regulatory, and data activities.

  1. Coordinate TRT activities including scheduling, developing agendas, capturing meeting notes and summaries, and supporting logistics for team formation, planning, and implementation.
  2. Identify, evaluate, and make recommendations for potential TRT members representing a range of stakeholders.
  3. Facilitate communication and project tracking among NMFS scientists, TRT planning staff, and participants; manage and support material review for TRT meetings.
  4. Support and document the implementation of Plan actions and associated regulatory and non-regulatory measures, including drafting Federal Register notices, NEPA, and compliance materials.
  5. Collect, manage, analyze, and disseminate whale entanglement data in collaboration with the NMFS West Coast Stranding Program and external partners.
  6. Participate in and support Stakeholder Working Group meetings, scientific workshops, coordination meetings, and other multi-agency/multidisciplinary sessions.
  7. Engage with researchers, fishery managers, NGOs, and fishermen to refine data analyses and develop products to address the entanglement issue.
  8. Prepare and deliver periodic updates, meeting summaries, memoranda, monthly progress reports, and annual entanglement summaries in accordance with project deadlines and quality standards.
  9. Participate as requested in aerial survey or other field work supporting entanglement science and management.

Requirements & Minimum Experience

  • Required:
    • Bachelor’s degree (or higher) in biological science, conservation biology, wildlife management, or a related field.
    • Demonstrated project planning and management experience in a collaborative team setting.
    • Proven ability to work and communicate with diverse stakeholder groups (federal, state, tribal, fishing industry, NGOs, and researchers).
    • In-depth knowledge of the Marine Mammal Protection Act (MMPA), particularly as it relates to Take Reduction Teams and Plans.
    • Experience working with entanglement data reporting, management, and evaluation.
    • Knowledge of gear types, seasonal patterns, distribution, effort, and regulations associated with fixed-gear fisheries off the U.S. West Coast.
    • Experience with the West Coast Stranding Network and entangled whale response strongly preferred.
    • Excellent organizational and technical writing skills, with the ability to produce high-quality and timely reports, summaries, and regulatory documents.
    • Proficiency with MS Office and Geographic Information Systems (GIS).
    • Willingness and eligibility to obtain and maintain required security credentials and complete AOC-approved water survival training if aerial survey participation is required.

    Preferred:

    • Advanced degree (MS or higher) in marine science or a related discipline.
    • Participation in multi-stakeholder/agency technical working groups or regulatory development processes.
    • Field survey or aerial survey experience in marine mammal science or management.
    • Knowledge of whale biology and ecology along the U.S. West Coast.
