Scientific Programmer Analyst for Seal Ecology

Fisheries Immersed Sciences Hawaii, Inc. (FISH) is a Woman Owned Small Business (WOSB) skilled in fisheries observation, marine biology, island coastal resource management, scientific research, and innovative technology. As part of our ongoing growth and expansion, we are seeking to hire a Scientific Programmer Analyst for Seal Ecology, to support an upcoming long-term contract that we are bidding on (This will be a contingent position, based upon contract award). FISH will be operating under FLOAT – A “Fish” and “Lynker” Ocean Alliance Team – a Joint Venture Prime contract holder for NOAA ProTech Fisheries*.

Key Responsibilities

  • Provide data analysis and management services on distribution, abundance, trends and behaviors of pinnipeds.
  • Data may include, but need not necessarily be limited to, the following: aerial survey data from manned and unmanned platforms, animal telemetry data, and environmental data.  These tasks are dependent on available funding (external to base) each year.
  • The task may include, but is not limited to, the following:
    1. Estimate abundance and trends of Northwest Atlantic stocks of gray and harbor seals, and quantify uncertainty around these estimates using manned and unmanned survey data
    2. Characterize changes in the distribution and abundance of gray and harbor seals at coastal haul-outs over time from aerial, vessel, and ground surveys
    3. Utilize biomonitoring data to characterize movements, dive, and haul-out behaviors of gray and harbor seals
    4. Develop movement models to predict behavioral states and how these states may vary as a function of environmental variables
    5. Characterize and/or assess the impacts of anthropogenic activities on protected species, including but not limited to shipping, fishing, fishing bycatch, energy development, other human-caused potential threats, potential mitigation measures, and climate change.
    6. Produce technical and public outreach reporting materials related to the above including but not limited to  annual marine mammal Stock Assessment Reports (SARs), journal manuscripts and tech memos, public presentations and  web content. 
    7. Assist with permits required for pinniped ecology research, including MMPA research permit, National Park Service (NPS) permit, US Fish and Wildlife (USFWS) permit, Institutional Animal Care and Use Committee (IACUC) permits 
    8. Create and/or maintain databases for survey data, telemetry data, environmental data, and other data streams; develop user-friendly processes to enter and extract such data.
    9. Build tools using R, RShiny, and other programming interfaces to suit emerging needs.
    10. Produce technical and public outreach materials, including preparing results for reports, presentations, web content and manuscripts

Requirements & Minimum Experience

Graduate degree, or equivalent in fisheries, quantitative ecology, or similar;

5+ years extensive experience or education working with and knowledge of at least two of the following:

  • Multiple methods for statistical analyses;
  • Animal telemetry programming and data analysis;
  • Animal behavior modeling;
  • Large vertebrate population dynamics;
  • Estimation of population abundance and trend;
  • Development of species distribution models;
  • Computer programming experience;
  • Technical skills working with open source AI/ML data processes;
  • Extensive experience in Oracle database design and SQL Language;
  • Demonstrated proficiency in Web design.

Demonstrated proficiency with one or more of the following skill sets:

  • Excellent programming skills in at least one of the following platforms of statistical software R, Splus, SAS, AD Model Builder, Template Model Builder, Python, or C++.
  • Technical skills working with open source AI/ML data training processes
  • Processing and manipulating large datasets.
