Technical Lead – ESA, NEPA, and Interagency Consultation Support
Job Summary
Fisheries Immersed Sciences Hawaii (FISH) is seeking to hire two (2) Technical Leads to support a contract with NOAA's National Marine Fisheries Service (NMFS), West Coast Regional Office (WCR). These are full-time, primarily remote positions providing operational oversight for teams supporting interagency consultation, regulatory compliance, and scientific analysis efforts. The positions are anticipated to begin on September 30, 2026. Hiring for these positions will be contingent on contract award. FISH will be operating under its FLOAT joint venture, a NOAA ProTech Fisheries 2.0 prime contract holder.* WCR provides interagency consultation pursuant to ESA, MSA, FPA, FWCA, and MMPA authorities and conducts NEPA analyses to evaluate impacts of federal actions on protected species and habitats. This role provides leadership, oversight, and technical direction to contractor staff performing consultation support and scientific analysis under multiple Executive Orders and Presidential Memoranda.
Responsibilities
Tasks
- Provide operational oversight of all assigned projects and contract personnel
- Distribute tasks, establish timelines, and manage workload across Scientific and Technical Support staff
- Serve as primary liaison between contractor staff and WCR personnel
- Review and approve deliverables prior to submission to NOAA, ensuring compliance with WCR protocols
- Analyze and synthesize scientific data to evaluate environmental impacts on aquatic habitats and protected species
- Lead development of ESA Biological Opinions, Letters of Concurrence, and MSA responses
- Review biological assessments, consultation packages, and permit applications
- Provide pre-consultation technical assistance to action agencies and stakeholders
- Prepare NEPA documentation and ESA Section 10 permit materials
- Coordinate with NMFS engineers, Science Centers, and external researchers
- Manage administrative records, consultation tracking, and quality assurance processes
- Participate in stakeholder meetings, interagency coordination, and technical working groups
- Support mitigation banking development and regulatory compliance efforts
Deliverables
- Monthly progress reports summarizing activities, timelines, and contractor performance
- Reviewed and edited scientific and regulatory documents
- ESA Biological Opinions, Letters of Concurrence, and MSA responses
- NEPA analyses and ESA Section 10 documentation
- Administrative records and consultation tracking documentation
- Programmatic consultation responses and verification materials
- Technical guidance and oversight documentation for contractor staff
Place of Performance
Work will be performed primarily offsite, with occasional on-site coordination as needed.
Travel
Travel may be required for coordination meetings, site visits, and regional trainings (approximately up to two trips per quarter within the West Coast Region).
Qualifications
Minimum Requirements
- Bachelor’s degree and six (6) years of relevant experience, or Master’s degree and two (2) years of relevant experience, from an accredited college or university in aquatic biology, conservation biology, fisheries management, wildlife management, or related field of study, with one year of experience relating to the specific task order
- Knowledge of salmonid life cycles and habitat requirements
- Experience implementing ESA and MSA regulations and preparing federal regulatory documents
- Strong technical writing, editing, and analytical capabilities
- Experience assessing impacts of human activities on aquatic species and habitats
- Experience working with tribal governments and diverse interagency teams
- Program management and project scheduling experience
- Proficiency with MS Office and Google Workspace tools
- Excellent written and verbal communication skills
Certifications / Other Requirements
- Valid state driver’s license

Compensation
$80,000 – $120,000 Annually
