FISH was established in 2021 through hands-on fisheries monitoring work in the Pacific, supporting programs such as the Pacific Islands Region Observer Program and contributing to the collection of critical at-sea data used in fisheries management, protected species conservation, and regulatory compliance.Our team developed its experience offshore—working aboard commercial vessels, supporting monitoring across fisheries, and operating in remote, dynamic environments where accuracy, consistency, and safety are essential. This foundation created a practical understanding of how science, policy, and operations intersect in real-world conditions. Building on that experience, FISH has expanded to support a broader range of marine science, environmental, and operational efforts. Our work now includes protected species monitoring for in-water construction, fisheries research and gear testing, data collection and analysis, and the development of data systems and standard operating procedures that support modernized reporting and compliance programs.
FISH is also a partner in FLOAT, a joint venture supporting NOAA under the ProTech Fisheries Domain contract vehicle, where we contribute to a wide range of task areas including field sampling, applied research, data analysis, and program and project management. Through this work, we support federal programs with integrated scientific and operational capabilities across multiple regions and disciplines. Our experience spans the full lifecycle of program delivery—from field execution to coordination and technical support—grounded in a clear understanding of how requirements are implemented in practice. This field-informed perspective allows us to deliver reliable, high-quality support in complex environments.

Ms. Josee Vincent directs the Pacific Islands Regional Observer Program for Hawaii and American Samoa longline fleets and has been managing this program for more than 15 years. She is an experienced contract and project manager with over 26 years experience in planning, coordinating, and successfully delivering observer programs in the Pacific. Since 1999 she has been deeply involved in Pacific conservation and environmental management, and offers strong knowledge and experience in Pacific region fisheries management, species, environmental issues and regulations (MSA, ESA, MMPA, MARPOL and Health and Safety protocols), and in particular, coordination and compliance with partial-coverage Federal observer programs under The Magnuson-Stevens Act. Josee is uniquely qualified in her role, having developed deep relationships and trust of other observer programs such as TechSea and MRAG, in addition to boat captains, port coordinators, and observers in Alaska and the Greater Pacific. A former certified and experienced longline observer herself, she brings firsthand knowledge of observer programs at every level.
Ed Phillips is the President of FISH, where he leads the company’s operations and strategic growth in support of federal and commercial marine programs. He brings over 15 years of at-sea experience and extensive expertise in fisheries monitoring, environmental compliance, and field operations.Since 2008, Ed has supported the Pacific Islands Regional Observer Program, developing deep experience in large-scale monitoring programs, regulatory compliance, and operational coordination. His background also includes water quality monitoring and environmental compliance work under NPDES programs in Hawaiʻi. Ed’s leadership is defined by a strong understanding of field operations and a commitment to delivering reliable, high-quality support in complex and demanding environments.
Sarah Pautzke brings over 17 years of experience in fisheries management, marine spatial planning, and endangered species consultation across New England, Alaska, and the Pacific Islands. She has deep expertise in developing and implementing management strategies that support the sustainable use and conservation of marine resources within complex regulatory environments. Sarah is an experienced program leader with a strong background in proposal development, project and program management, grant administration, and operational oversight. She has successfully supported multidisciplinary initiatives involving federal agencies, research institutions, and private stakeholders, ensuring projects are delivered efficiently and in compliance with applicable regulations. Her ability to integrate science, policy, and operations makes her a key contributor to programs that require both technical rigor and effective coordination across diverse teams.
Ms. Alyssa Garvin is a project manager and environmental science professional based in Kailua, Hawaiʻi, with 5 years of experience spanning program administration, grant management, and marine conservation across Hawaiʻi and the Pacific. At F.I.S.H. Inc., she supports the operational infrastructure that keeps complex, multi-funded conservation initiatives moving forward. Alyssa specializes in managing the administrative and logistical backbone of concurrent programs, including grant tracking and reporting, contractor and subcontract management, budget oversight, invoice coordination, and compliance across multiple funding streams. She has experience working with a range of federal and private funders, navigating appropriations processes, and representing programs in state-level policy testimony before the Hawaii State Legislature. Her project support spans marine conservation and education initiatives across Hawaiʻi and the Pacific, from fisheries management programs and watershed planning to community science education and coastal infrastructure. She has a track record of building and maintaining partnerships across nonprofit, government, and community stakeholders, supporting capacity-building efforts for organizations working at the intersection of conservation and community. She brings a systems-oriented approach to every project, ensuring that teams, partners, and programs have the administrative foundation they need to do their best work.
Christopher Woolridge brings over 15 years of professional experience in fisheries science, protected species observation, and marine resource management, with extensive at-sea and shoreside operational expertise. He has supported fisheries research, environmental compliance, and offshore energy projects across government, private industry, and international programs. Mr. Woolridge currently serves as Port Coordinator with F.I.S.H. Inc., where he provides critical shoreside support for NOAA-NMFS commercial fisheries observer programs in the Pacific Islands region. He coordinates projects and research initiatives involving the Hawaii longline fleet, the University of Hawaiʻi, and other stakeholders, with a focus on fisheries science and protected species monitoring. He brings over a decade of at-sea experience as a Protected Species Observer (PSO) and Passive Acoustic Monitoring (PAM) operator, including leadership roles in monitoring and regulatory compliance during geophysical surveys and offshore wind projects. His work spans the U.S. East Coast, Gulf of Mexico, and international regions including the Persian Gulf, South China Sea, and West Africa. Mr. Woolridge holds a Master of Science and Bachelor of Science in Marine Biology from the University of North Carolina at Wilmington and is certified as a NOAA-NMFS Observer, BOEM Protected Species Observer, and FERC Environmental Inspector. He offers strong technical expertise in fisheries data collection, environmental compliance, and cross-agency coordination in support of complex marine science programs.
